The City of Reynoldsburg's form of government is a "Mayor-Council Plan" and is provided for by a charter. Council is the legislative body and is comprised of three (3) At Large members, who represent the entire city; four(4) Ward members, each representing a respective ward; and a President who is elected from the City at large. The term for each office is four (4) years.
The President votes only in case of a tie vote among the members. In the temporary absence of the Mayor, the President of Council serves as Acting Mayor.
At its first meeting in January of each year, Council meets for the purpose of organization. Council meets in regular sessions on the second and fourth Mondays of the month; and meets in committee sessions on the first and third Mondays. If a Monday is a nationally recognized holiday, a meeting is held on the immediately succeeding Tuesday. If there is a fifth Monday in a month, no meeting of Council is scheduled.
All meetings normally begin a 7:30 PM and are held in accordance with the general laws of Ohio pertaining to requirements for open meeting of public bodies.
For operating purposes, City council has four standing committees responsible for finance, safety, service, and community development. The President of Council may from time to time appoint special committees for limited purposes, subject to the approval of a majority of Council. Other elected officials include Brad McCloud-Mayor, Jed Hood-City Attorney and Richard Harris-City Auditor, each serving four-year terms.
The City Auditor is an elected official who serves as the Chief Financial Officer of the City of Reynoldsburg. As Chief Financial Officer, the City Auditor is responsible for maintaining a fiscally sound government that conforms to generally accepted accounting, legal and management principles. The Auditor performs the duties of a Treasurer, Controller, Cash Manager, Budget Director and Internal Auditor.
The City Attorney, pursuant to the City Charter, is responsible for advising the City's elected officials, department heads, and staff on various municipal law matters. In addition to these duties, the City Attorney is also the Chief Prosecuting Attorney for the City in all criminal and traffic misdemeanors, including OVI (drunk driving) and domestic violence cases, filed in the Franklin, Fairfield and Licking County Municipal Courts and the Reynoldsburg Mayor's Court.
The City Attorney also represents the City in all civil litigation matters, and would appear on behalf of the City if a matter was appealed to either the Tenth or Fifth District Courts of Appeals or the Ohio Supreme Court.
The Mayor is responsible for all administrative services in the City except for City Council, City Attorney and City Auditor. The Mayor’s appoints each administrative director. The Parks & Recreation Director, according to the Charter, must also be approved by council. The Public Service Director supervises the divisions of Street, Building, and Water/Wastewater. The Safety Director supervises the Division of Police and maintains communication with Truro Township Fire Department, which provides the City's fire and emergency services.
